Home Rule Globally
John and Marjorie Ewbank have been Quaker-pacifist, decentralist, federalist, voluntarist activists for more than 60 years. During WW II, they urged the termination of hostilities through a decentralist-federalist Supra-National Federation, and were a part of the decentralist-federalist faction of the Peace Now Movement. The Dies Committee [House Un-American Activities Committee] accused Marjorie of sedition in 1944 because she was Treasurer of PNM. She currently is President of the American Movement for World Government [see www.amwg.org] and Clerk of Tract Association of Friends [see www.tractassociation.org], and is a former president of Bryn Gweled Homesteads [see www.bryngweled.org[. John is a chemical patent attorney who worked for 19 years in the patent department of Houdry Process [eventually a division of Air Products] and 10 years in the patent department of Atlantic Richfield, and has had nearly 33 years as a solo patent attorney, currently prosecuting 9 cases for clients. His particular interest has been unfair competition, and the criticality of minimizing ruthless competition and promoting fair competition.
During a social volleyball team, there is significant cooperation among the team members, but fair competition between the teams. Such combination of enjoying both cooperation and fair competition is an abundant human train found in all indigenous societies. Such combination of enthusiasm for appropriate cooperation and appropriate fair competition can be found in the cultures of many of the 700,000 tribes from which humans evolved. When technology favored small tribes, each tribe could maintain its culture because of the threat of ousting an individual from the tribe when human knowledge was inadequate for survival of a rugged individualist. Unfortunately, some technologically advanced tribe chose to accept dissidents as "second-class citizens" or slaves, thus leading to stratified societies, a true abnormality for humanity. Once slavery was established, militarism evolved for the purpose of capturing more slaves. Then military conquest of areas, with the lucky conquerors becoming the minority of ruling class evolved, thus providing the story of about the last 100,000 years of militarism.
During the "Golden Age" most of the cities had armies, and the wars were between cities. Today the world needs to transform nation-nation relations so that nation-nation disputes are terminated in the legislative and judicial chambers instead of on the battlefield. Traditional international law consists predominantly of the rules of war, and is based solely on the false myth that foreigners can coerce a nation, as a nation, to behave. Militarism cannot be completely prohibited. However, an appropriate Supra National Federation could govern individuals sufficiently that military hostilities could have trivial impact upon society, notwithstanding further evolution of technology.
The merger-mania and globalization of recent decades exemplify the ruthless competition of global anarchy. Bigness or itself is not a hazard. However, ruthless competition, such as sometimes seen in professional hockey games in which injuring an opponent is tolerated if the perpetrator manages to get away with it without the umpire stopping it. Substantially all remote bureaucracies tend to deal with competitive bureaucracies with a ruthless competition attitude. Only if governments adequately regulate individuals to promote fair competition can the self-destruct propensities of ruthless competition be minimized.
Substantially all of the significant problems are not national problems, but fundamentally global problems. However, the anachronism of traditional treaty system is inherently incapable of governing individuals. Many trends toward ecocide are likely to continue until a dominant supra-national federation is achieved.
Thus far, no acceptable Proposal for a Supra-National Federation which could win the ratification of nations constituting 2/3 of the military might, 2/3 of the economic power, and 2/3 of the population of the world has won attention. HRG and PEON seek to stimulate innovative analysts to formulate a Proposal which could win such dominant support for attempting the greatest transformation ever attempted by humanity.
One of the divisions of HRG is called CADEWG [Contest Appraising Emancipating World Government] which seeks to be an entity recognized by the UN. It is critical that the total personnel of CADEWG always remain well below 150, so that its Chief Executive Officer can be personally acquainted with and directly supervising the entire staff. The essence of a bureaucracy is the existence of a plurality of levels of management. , as is necessary when the number of participants exceeds an acquaintanceship group.
HRG has sufficient endowment that it could conceivably continue for as many decades as necessary to achieve its aspirations. However, it desperately needs qualified executives, preferably those who have clearly demonstrated their proficiency and commitment to the concepts of servant leadership, on its staff. Only those who adequately cherish the aspirations of HRG and deem them of enough importance to stimulate strengthening HRG as their mission in life, should apply for any such position. Because John and Marjorie Ewbank are now 84 and 86, and have had health problems more severe than 5 years ago, the search for individuals having the proficiency and commitment needed is of higher priority than five years ago.
HRG is a think tank, and is amenable to "spinning off" any projects which could be self-sustaining. HRG needs millions of dollars of contributions to fulfill its role, and needs better guidance concerning investment management. Laymen for publicizing HRG can distribute various documents, such as SCUTTLE THE POLITICIANS. All persons having ideas pertinent to attaining the ratification by governments of an appropriate dominant Supra-National Federation should submit their ideas to HRG. Most of the world's 6 billion people would have difficulty in comprehending the role for HRG, and would care little about it. Any person who has read this far should recognize that they are a part of an exception "one in a million" innovator who shows some interest in top down decentralism, neighborhood empowerment, and related values which HRG seeks to promote.
