Vision:
PAD’s vision is of a desirable state of socio-economic equity, gender justice in the family and
community. A balance between economic and social development with conservation, management and
sustainable use of natural resources and related eco-system require meaningful balance between local
priorities and outside demands. PAD vision is based on values of equity, justice, freedom, peace and
solidarity.
Mission:
- Develop and implement a participatory mechanism and promotion of polices, institutions and
capacities that strengthen the knowledge and participation of the marginalised and poor, in improving
their socio-economic status and in democratic self-governance in society.
- Ensuring child rights by establishing positive parenting environment by educating the stakeholders
and providing opportunity to children and parents.
- Changing women and men status and roles in families and community thereby narrow down the gender
discrimination and bring in gender balance.
- Addressing poverty and powerlessness to establish economic equality.
Natural resource management:
- To maximize the sustainable utilization of resource capitals entirely managed by the local
communities whereby the benefits reach the poor segment of the society.
The Aims of People’s economics and allied literacy is to:
- Increase the rural poor people’s understanding of the effects of macro-economic process such as
structural adjustment and globalisation on their livelihoods.
- Increase discussion and analysis of economics among the rural poor: facilitating analysis of their
livelihoods and household/local economics.
- Increase the capacities of the rural poor to advocate for their needs and priorities with
Government.
- Raise awareness mangiest policy-makers and the Government of India of the impacts of structural
adjustment and globalisation on rural livelihoods.
- Promote policy changes, which reflect the needs and priorities of the rural poor in the areas of
structural adjustment and international trade agreements.
The first step towards achieving these aims is to build the capacities of the rural poor to analyse
their economic realities: their experiences of meeting their livelihood needs and their experiences
of the effects of macro-economic changes. The analysis and knowledge of the people can then be
compared with the aggregated macro-economic analysis of the ‘experts’ and evolving the copping
mechanism, which can be supported by the NGOs and other Institutions.
In the shorter term, the aims of the project are to:
- Build the capacities of the people for analyzing their economic realities: their experiences of
meeting their livelihood needs and their experiences of the effects of macro-economic changes on
their livelihoods.
- Building advocacy skills in the people to share their experiences with each other, Government,
scholars and NGOs.
The project focus area:
PAD is working with the rural people of the coastal villages in Gulf of Mannar in Tamil Nadu. Gulf
of Mannar has a chain of 21 islands and 114 coastal villages along the coast of 140 Kms. stretch
between Rameshwaram and Tuticorin. The Gulf of Mannar is endowed with three distinct Marine
ecosystems namely Coral ecosystems, Sea grass ecosystem and Mangrove ecosystem. Most of the islands
have luxuriant growth of mangroves on their shorelines and swampy regions. The sea bottom of the
inshore area around the islands are carpeted with sea grass beds which serve as ideal feeding ground
for Dugong dugon. Highly productive fringing and patch coral reefs surround the islands and are
often referred to as underwater tropical rain forest and treasure house for marine ornamental fishes.
Occurrence of these specialized ecosystems makes Gulf of Mannar as a unique large marine ecosystem in
the Indian subcontinent. The reef users are facilitated to use the resource capital in a sustainable
way to protect the environments and ecosystem of GOM.
